Medicaid & Government Programs
Pennsylvania’s Medicaid program offers several waiver programs that can pay for in-home personal care services for seniors and adults with disabilities. If your loved one qualifies, Medicaid can help cover their home care costs.
We accept Medicaid Waiver Programs
We have helped many families navigate the Medicaid application and enrollment process. You do not have to go through this alone. We will help you understand your options and help you every step of the way.
How to Find Out if You Qualify
Medicaid eligibility for home care in Pennsylvania depends on meeting both financial and functional criteria. You must qualify on both to receive services.
Financial eligibility
Income and asset limits apply (these vary by program)
Some programs have higher limits than people expect
Spouses may have different rules from individual applicants
Functional eligibility
Your loved one needs assistance with daily activities (bathing, dressing, meals, mobility, etc.)
A state assessment is conducted to determine level of care needed
Many people who need home care qualify — contact us if you’re unsure

Private Pay & Concierge Home Care
Private pay is the right fit for families who want to move quickly, need more flexibility than a program allows, or simply want care built entirely around their loved one’s life.
What sets our private pay caregivers apart
We accept less than 20% of caregiver applicants. Every private-pay caregiver passes a national criminal background check, a thorough skills assessment, reference verification, and our internal NHC qualification process. You’re not choosing from a registry — you’re getting a fully vetted, trained, and insured Neighborly Home Care employee.
Who Private Pay is Right For
Individuals who prefer maximum flexibility in scheduling and caregiver selection
Clients who want specialized services like live-in care, overnight care, or 24/7 supervision
Estate planning situations where long-term care resources are already in place
Anyone who simply wants the assurance of the very best caregivers, matched specifically to their loved one
Long-Term Care Insurance
Many private pay clients use long-term care insurance to cover their home care costs. Neighborly Home Care can bill your long-term care insurance company directly and will assist with all needed documentation for pre-authorization and ongoing payments.
What Private Pay Care Costs
We offer one straightforward hourly rate for private-pay care, the same rate regardless of shift length, overnight care, or the number of hours worked. Your total cost simply reflects the number of hours of care your loved one receives. There are no surprise charges for overtime, mileage, or after-hours shifts.
In households where care is needed for more than one person, we will explain how that care is structured during your free consultation. When you call us, you will get clear, honest pricing and know exactly what to expect from the start.
